法国学前教育政策法规发展及对我国的启示

法国学前教育政策法规体系在百余年的发展中,逐步形成以国家责任为核心、以法律制度为保障、以质量监管为支撑的高度制度化体系。其特色主要体现在:将学前教育确立为公共教育的重要阶段;通过义务教育年龄前移、免费入园等制度强化教育权利保障;以国家课程大纲和严格的教师专业化制度确保统一的质量标准;并通过系统化的质量监测实现高质量普及。相比之下,在我国学前教育由“普及普惠”迈向“高质量发展”的关键阶段,民办幼儿园因财政基础薄弱、教师流动性大、课程质量不均、办园条件参差不齐以及生源竞争加剧等多重压力,正面临日益凸显的生存与发展危机,成为制约区域学前教育整体质量提升的关键环节。法国经验对我国具有重要参考价值:建立地方财政主导的普惠投入机制,缓解民办园运营压力;以国家课程框架为引领,提升区域课程质量的一致性;构建区域化教师专业发展体系,稳定民办园师资队伍;构建跨部门协同监管机制,提升民办园的办园质量与安全性;优化民办幼儿园生存环境,保持区域学前教育供给的多样性。上述路径为破解民办幼儿园发展困境、推动我国学前教育体系的公平与可持续发展提供了制度参考。
